By calling various telephone numbers you will receive different effects such as health and armor, guns and ammo and many more. Once you have input a cheat, a new menu within the cellphone will become available called “Cheats.” Take note that all GTA IV cheats have the second line of digits 555 in them. For example the cheat for full health and ammo is “362 555 0100.”

If you want to reuse a cheat – simply go to the cheat menu and select the cheat you wish to use. Keep in mind that whenever Niko is taking damage and the cellphone menu is active, it will cause him to automatically put away the cellphone.
