At a safehouse as you progress through the game, you will have the option of watching TV by pressing L1.  Change the channels by pressing up or down on the D-pad, and change the camera view by pressing select. You can also change the volume by pressing L2 to turn the volume down and R2 to turn the volume up. Most of the shows are a parody or satire of some of real world show or person, and are definitely worth watching if you are bored.

Republican Space Rangers is the best show hands down.  I recommend watching it at least once if you have the chance!!!!
